The PACE monitoring group reporter Andreas Gross stated that speaking about the fulfillment of the obligations to the European Council by Azerbaijan. Gross reported the visit to Baku that finished the other day produced both positive and negative impressions and noted that the main issue that he studied during the visit was the question of the coming referendum on adoption of amendments to the Constitution in Azerbaijan. At that, he expressed disagreement with several aspects of the referendum conducting. According to the expert, the clauses of the voting must have been discussed in the society and the expected constitutional amendments must be made step-by-step. Otherwise the referendum would not meet the requirements of the Council of Europe.
