PARLIAMENTARY COMMISSION ARRIVED AT NEGATIVE CONCLUSION TO CONSTITUTION REFORM ALTERNATIVEJanuary 18, 2002 - 23:05 AMT PanARMENIAN.Net - Temporary commission of the National Assembly of Armenia studying the drafts of constitutional reform has arrived at a negative conclusion on the constitutional reform alternative proposed by six political parties. Commenting the commission decision to "Arminfo" agency correspondent one of the co-authors of the reform alternative, deputy of National Assembly Shavarsh Kocharian noted that the commission members, who had voted against the version either fulfilled a political order or just supported the present Constitution. In his opinion, the principle of creating local government bodies is not recorded in the latter, personal rights and freedoms are limited and there are no guarantees for independence of the judicial authority. Let us remind that the alternative of constitutional reform was suggested by National-Democratic Block, National-Democratic Party, National-Democratic Union, "Constitutional Law" Union, "Republic" party, Democratic and Communist Parties. The project elaborated by them included transferring the Republic to parliamentary form of government.![]() ![]() Grigoryan added that the situation around the world and particularly in the region is very difficult. The Armenian Defense Ministry has denied Azerbaijan's accusations of violating the ceasefire.
