MURDERER OF ARMENIAN MILITARY OFFICER PORTRAYED AS NATIONAL HERO IN AZERBAIJAN
Azerbaijani authorities hope to extradite Ramil Safarov.
The investigation of the murder of the Armenian military officer by an Azerbaijani lieutenant goes on in Budapest. Meanwhile, a large campaign aimed at exaltation of the murderer has started in Baku. The authorities of Azerbaijan try to insist that it is impossible to cooperate with Armenians within the frames of the international organizations.
In Baku they are not only trying to justify Ramil Safarov but also to present him as an avenger that merits praise and imitation. For example, quoting the brother of the murderer the ''Echo'' newspaper writes that Safarov has to be proud of what he has done. The non-governmental organizations and cultural figures urge the authorities to do their best so that the murderer is justified.

Such ''sincerities'' are, of course, meant for the local audience, while other speeches are pronounced for ''outside ears''. The Foreign Ministry of Azerbaijan urges not to call Safarov ''murderer'' as ''his guilt has not been proved yet.'' At the same time, they are trying to justify him saying that his family banished from Jabrail district presently controlled by Karabakh troops, has suffered a lot from the Armenians. Other trainees attending the same courses said those two were not in a conflict. Murderer's father also confirmed that Safarov had not told his family of any problems with his Armenian classmates. According to Baku press, the murderer himself announced that his murder was motivated by ethnical reasons and he had no personal motives to kill Margaryan.

The available information about Ramil Safarov allows presuming that the idea to kill an Armenian was not impulsive. He was very purposeful. According to his elder brother, he always was very anxious for success and even ''refused to get married because he wanted to become a general and thought that the marriage would impede his career''. By the way, the career was rather successful. He got an excellent military education in Turkey. He graduated from higher military school of Ankara and was trained in the Turkish army.

According to Baku press, the authorities of Azerbaijan try to transfer Safarov to Azerbaijan. But there are no legal bases and it is almost excluded. However they hope that if Safarov is found guilty and sentenced to prison in Hungary, he can then be extradited to Azerbaijan (taking into account the attitude of the Azerbaijani people towards Safarov, he will be provided with best conditions in jai of Baku if the Hungarian authorities extradite him). The atmosphere of Azerbaijan does not allow hoping that in his motherland the murderer will be really punished. In this situation the Armenian authorities can demand that the Hungarian authorities not extradite him to Azerbaijan.
