BAKU NOT EXPECTING CARDINAL CHANGES IN KOCHARIAN'S STAND ON KARABAKH ISSUE
I do not think that after being reelected in the office of the Armenian president Robert Kocharian's stand on the Nagorno Karabakh settlement will undergo any changes. Azeri foreign minister Vilayat Guliyev said in an interview to "Turan" agency. In his words, Kocharian understands that "if he gives up his radical stand regarding the issue, he will lose power." As of the new proposals on the Karabakh settlement being worked out by the OSCE Minsk group co-chairs, Guliyev noted that one could speak of them being new and the degree of their acceptability for Azerbaijan only after familiarizing with them. In his opinion, the co-chairs will present their proposals after the coming visit to the region. Speaking of the US position on the Karabakh settlement, the foreign ministry head said Baku appreciated Washington's support of the principle of territorial integrity of Azerbaijan, but the position had not always been consistently confirmed by individual officials. As an example Guliyev cited a statement by OSCE Minsk group US ambassador Rudolf Perina from an interview to "Echo Moskvi" radio station that "Transdnestrian and Abkhazian conflicts should be solved on the basis of the principle of territorial integrity, but the situation with the Karabakh settlement is somewhat different."
