VLADIMIR KAZIMIROV: KARABAKH CONFLICT CAN BE SETTLED VIA PEACEFUL NEGOTIATIONS WITH PARTICIPATION OF NAGORNO KARABAKH
The Karabakh conflict can be settled via peaceful negotiations with the participation of Nagorno Karabakh, Russian Co-Chair of the OSCE Minsk Group in 1992-1996 Vladimir Kazimirov said in his interview placed on Yerkir.am website. According to the Russian diplomat he has many times suggested a humble scheme (not a final resolution of the conflict but a way out of the deadlock), the safety plan of the Karabakh conflict settlement. When asked to offer a possible peaceful variant of the Karabakh problem peaceful settlement which would keep Armenians and Azerbaijanis from taking up arms again, Vladimir Kazimirov said, "Such a variant will demand restrain of arrogance. But the parties to conflict are sluggish. First of all the parties should admit that Nagorno Karabakh is the principal moot problem and find courage to declare a policy line aimed at historical reconciliation between Armenians and Azeris. After that they should sit at the bargaining table and discuss of the issues without any advantages or exceptions. In Kazimirov's words, during the years of his work within the OSCE Minsk Group all the conflicting parties were suffering from intractability and pertinacity both during the hostilities and after the armistice. "However it should be noted that Yerevan was rather flexible while Baku was completely reluctant to any concessions. It was hard to deal with Armenian but in contrary to Azerbaijan they did not violate agreements. According to him after the collapse in Shushi and Lachin Azerbaijan was trying to wiggle out of the situation, what caused recurrent errors and question the Azerbaijan's capability to achieve agreements.
