Serge Sargsyan Laid Capsule in New MOD Complex Building Foundation
Armenian Defense Minister Serge Sargsyan and Director General of Ingeocom Russian CJSC Mikhail Rudyak laid a capsule into the foundation of the new MOD complex buildings. In a briefing with journalists Serge Sargsyan stated that by decree of the Armenian government of 1993 the territory was granted to the Defense Ministry however the construction works were delayed over the lack of relative funds. "The Ministry needs new and modern building for securing efficient army management. Presently the MOD and General Staff are located in different places what certainly creates obstacles to the management of troops," Serge Sargsyan said.

When asked in which building the Defense Minister will sit after the parliamentary election in 2007 Serge Sargsyan said, "My future location depends on the will and trust of the electors, maybe I will be at home by that time," the MOD head said. It should be also noted that Ingeocom-Yerevan CJSC is the general contractor of the new buildings construction. In mid December 2004, Armenian President Robert Kocharian received Ingeocom Director General Mikhail Rudyak. During the meeting M. Rudyak informed that the company is going to start the construction works of the new MOD building and take part in the Yerevan building in program. During the next 2-3 years Ingeocom intends to invest over $100 million in the 300 square meters of dwelling and commercial realty in Yerevan, reported IA Regnum.
