Although the European Union offers the South Caucasian states profound relations within the European Neighborhood Policy, it doesn't provide for the EU membership, EU Envoy for the South Caucasus Peter Semneby stated. "I would like to note that the outlook of the EU membership became a strong motivation for the Balkan states. I am hopeful that the Transcaucasus will possess enough instruments to promote reforms and settlement of frozen conflicts," he said. In his words, the matter doesn't concern a long-term perspective, anyway the current European Neighborhood Policy doesn't provide for the membership.

When commenting on the profit the states of the region will derive from the European Neighborhood Policy, the EU Envoy said, "Special plans for Armenia, Georgia and Azerbaijan are being developed. The work will be finished by the end of the current year. I can only say that each of the states will be rendered financial assistance," reported Nezavisimaya Gazeta.
