On September 16, the cancellation of the special cover dedicated to the 40th anniversary of Helsinki Final Act took place. The Special cover represents a unique philatelic product, with a stamp dedicated to the OSCE attached on it. The Special cover features the Helsinki Final Act 40th anniversary logo.
