Deputy Prime Minister of Armenia Mher Grigoryan has said that a unilateral approval of the regulations of the commissions for delimitation of the border between Armenia and Azerbaijan is impossible.
Grigoryan made the remarks at a meeting of the standing committee on foreign relations of the National Assembly of Armenia during the discussion of the document on Monday, October 21.
According to him, if the parties sign the regulations, then the ratification should be simultaneous. Grigoryan said he saw no reason why Baku should refuse to ratify the regulations. Meanwhile, the Deputy Prime Minister is unsure about the current stage of this process in Azerbaijan.
"If the Azerbaijani side wanted to fail the process, it would not have signed the document... If one of the parties does not approve the regulations or does so with reservations, the process will not be completed. A situation with unilateral approval of the regulations cannot arise," he explained.
Grigoryan noted that the regulations will supplement the legal basis for the work of border delimitation commissions, as well as create additional mechanisms for the physical and economic security of border residents.
The regulation also provides for the signing of an international agreement "On the state border", which must undergo all domestic procedures.
On September 26, Armenia’s Constitutional Court gave the green light for parliamentary ratification of a recent agreement with Azerbaijan supposedly laying out the principles of delineating the Armenian-Azerbaijani border. The deal signed on August 30 involves “regulations” for joint activities of Armenian and Azerbaijani government commissions dealing with the border delimitation process. It says that the process will be based on the 1991 Alma-Ata Declaration in which newly independent ex-Soviet republics recognized each other’s Soviet-era borders.
