Justice Minister: Constitution draft to be ready before elections

Justice Minister Srbuhi Galyan has stated that the development of the new constitution does not envisage changes to the governance system. According to her, the current efforts are concentrated on forming a new text for the constitution rather than introducing a new concept.

"We must ensure that the new draft text of the constitution is ready before the upcoming elections," she said, as reported by Radar.am .

She added that after the draft is prepared, the issue of putting it to a referendum will be decided. Galyan also emphasized that she will not comment on the content of the constitution's text.

"That will be reserved for the appropriate commission," she noted.

The minister mentioned that certain clarifications regarding the electoral system are possible, focusing on a proportional representation system and excluding majoritarian elements.

"This implies not only constitutional changes but also amendments to the National Assembly's regulations," she stated.

Prime Minister Nikol Pashinyan, presenting the provisions of the "Real Armenia" ideology, has stated that adopting a new constitution through a nationwide referendum is essential. The Prime Minister emphasized that “adopting a new constitution via a nationwide referendum is important, as there is a significant lack of legitimacy concerning previous referendums in terms of public perception.”
