Concern rises over transparency in municipal pre-election incidents

Independent Observer has expressed serious concern over the tense and non-transparent environment ahead of the March 30, 2025, local elections in Gyumri and Parakar.

In a statement, the alliance said that recent days have seen a number of troubling incidents involving forceful actions by law enforcement targeting political parties participating in the elections, including searches and arrests of some party members.

Specifically, it noted that after a search was conducted on March 27 at the headquarters of the Mother Armenia alliance, Gyumri council member Emma Grigoryan was taken to the Anti-Corruption Committee. According to reports, lawmakers and attorneys were denied entry, preventing her from receiving legal assistance.

The alliance also reported social media posts suggesting law enforcement had raided the campaign offices of Martun Grigoryan. His residence was reportedly searched and family members detained.

On the same day, before any official statement had been issued by law enforcement regarding these events, the ruling Civil Contract party held a press conference, alleging incidents of vote-buying and violations of voters’ free expression.

“This press conference was convened immediately after the events described, before any official information had been released by law enforcement about the actions taken or alleged crimes. Under these conditions, public statements by the ruling party are unacceptable, as they can be seen as influencing or directing law enforcement,” the statement said.

The alliance emphasized its long-standing experience in election monitoring and firmly condemned any attempt by political forces to resort to vote-buying. It further stressed that political parties themselves must demonstrate zero tolerance toward violations of electoral rights.

At the same time, it reminded law enforcement that while they work to prevent and uncover electoral crimes, they must act not only promptly and effectively, but also with transparency and accountability to ensure public awareness.

Given the sensitivity of electoral processes, Independent Observer stressed that any legal action must be guided by the principle of public trust, avoiding any appearance of political persecution or interference.

The alliance pledged to continue monitoring the electoral process, documenting and responding to any violations, in order to contribute to a free, fair, and credible election.

Local elections in Gyumri and Parakar are scheduled for March 30.
