Injured activist hospitalized after municipal office brawl

Arthur Chakhoyan, an activist who sustained bodily injuries during a brawl at the Nor Nork district administration building involving district head Tigran Ter-Margaryan and his staff, has been hospitalized for inpatient treatment. Petros Manukyan, Deputy Medical Director at Saint Gregory the Illuminator Medical Center, shared this with reporters.

Six individuals have been arrested in connection with the incident.

“The 37-year-old male patient is currently undergoing evaluation in the emergency room. He has minor facial injuries, including a hematoma around the eye and bruises, as well as a head injury requiring continuous monitoring. We recommended hospital admission for further observation and more accurate assessment,” Manukyan told Sputnik Armenia.

Chakhoyan has consented to remain in the hospital and receive treatment. He will be transferred to the neurosurgery department. Only after at least one day of observation and a CT scan will doctors be able to determine whether a concussion is present.

His lawyer, Vahe Yeprikyan, informed journalists that although there is no life-threatening condition, doctors emphasized that hospitalization is necessary. He added that Chakhoyan is currently unable to move and has been advised against walking.

“Chakhoyan is under arrest. Whichever hospital room he stays in will be guarded by a police officer,” Yeprikyan stated. “I firmly believe that this unlawful situation must be halted at least at this stage.”

According to the lawyer, the incident qualifies legally as hooliganism, aggravated by the fact that the victim was in a defenseless state. He stressed that the attack was carried out by a group.

“From what I’ve learned, the district head is not among the six arrested. It’s unclear how they decided whom to detain. If this is a ‘casting,’ then this is yet another political persecution of Chakhoyan and a case of state-sponsored protectionism for the district chief,” Yeprikyan said.

A report regarding Chakhoyan’s beating, injuries, and the act of hooliganism has been submitted to the police. The defense plans to challenge his arrest.

On April 29, Chakhoyan and Mesrop Manukyan, a Yerevan City Council member from the “Mother Armenia” faction, visited the Nor Nork municipal office to meet Ter-Margaryan, but the meeting did not occur. Instead, Manukyan placed photos of Ter-Margaryan in the lobby and poured yogurt over them, calling it a response to the latter’s profanities.

On April 30, a public hearing was scheduled at the Nor Nork administrative office. Chakhoyan returned to demand an explanation for the sexually explicit insults he had received. He was beaten in the reception area by municipal staff, joined by the district head.
