National Assembly Speaker Alen Simonyan said former President Robert Kocharyan operates solely in the interest of Russia and serves as its political instrument in Armenia.

Speaking to reporters, Simonian said: “I believe Robert Kocharyan is someone with the status of a Russian spy in Armenia—that’s my opinion,” as reported by Haykakan Zhamanak.

When asked whether he had evidence, Simonyan clarified it was his political opinion based on Kocharyan’s behavior.

“I observe his actions, statements, and texts—they align perfectly with Russian rhetoric. When his party members make speeches that coincide with Russian narratives, I draw these conclusions,” he added.

Simonyan also stated that Armenia is a target of hybrid warfare, particularly driven by various mechanisms deployed by Russia.
