Armenia maintains alliance with Russia, halts CSTO activity

During a joint press conference with Russian Foreign Minister Sergey Lavrov in Yerevan, Armenian Foreign Minister Ararat Mirzoyan stated that Armenia does not intend to reformat its alliance with Russia.

In response to a question from a Rossiya 24 journalist referencing Mirzoyan’s earlier remarks to EU ambassadors—where he said the current security architecture is ineffective—the minister clarified that Armenia had experienced firsthand that the system fails to function and was therefore compelled to reassess and try to improve its security arrangements. However, this process does not involve changing the format of the Russian alliance.

“To directly answer whether we intend to reformat our alliance with Russia—no. Our obligations, rights, and mutual intentions are clearly documented, signed, and ratified. None of these agreements has been annulled,” Mirzoyan said, as reported by Armenpress.

He acknowledged Armenia’s well-known concerns that some of the agreed measures and mechanisms haven’t always worked properly or as intended. Still, he emphasized that this is a separate issue from reformatting the relationship. Discussions on making existing mechanisms more effective are ongoing, but changing the overall format is not on the agenda.

Regarding Armenia’s participation in multilateral organizations such as the Collective Security Treaty Organization (CSTO), Mirzoyan confirmed that Armenia is not satisfied with the CSTO’s response to specific events and that the country has frozen its involvement in the organization.

“At this point, I wouldn’t draw broader conclusions,” he added, noting that discussions remain constructive and include both problematic and positively developing aspects. “We maintain healthy, partner-like relations and discussions.”
