Turkey expects that favorable conditions will be established for Armenia and Azerbaijan to finalize a peace agreement, which would benefit all regional parties. This expectation was articulated in a statement issued by Turkey's National Security Council following its meeting on May 22, 2025, chaired by President Recep Tayyip Erdoğan.

The Council expressed satisfaction that Armenia and Azerbaijan have reached a consensus on the draft peace agreement and reaffirmed its expectation that the necessary conditions for establishing lasting peace will be ensured, with outcomes advantageous to all regional stakeholders.

Previously, on March 13, 2025, Armenia's Ministry of Foreign Affairs announced that it had accepted Azerbaijan's proposals regarding two previously unresolved articles of the peace agreement, indicating that the agreement was ready for signing. Armenia also expressed readiness to initiate consultations on the timing and location of the signing. However, Baku has introduced new preconditions, including demands for Armenia to initiate the dissolution of the OSCE Minsk Group and to amend its Constitution to remove alleged territorial claims against Azerbaijan.

Armenian Prime Minister Nikol Pashinyan has repeatedly stated that the peace agreement is finalized and ready for signing, proposing to Azerbaijani President Ilham Aliyev to commence consultations on the signing process. Nonetheless, Azerbaijan maintains that it is premature to discuss specific dates for the signing.
