Artsakh residents are preparing to file claims with the European Court of Human Rights (ECHR) for the destruction or illegal seizure of their properties by Azerbaijan.

The initiative, led by Artsakh Human Rights Defender Gegham Stepanyan and "Artsakh Union" NGO President Artak Beglaryan, involves collecting data on homes and apartments in Artsakh reportedly destroyed or seized by Azerbaijani forces. This was reported by "Artsakh Television."

Applicants must complete a formal application to participate.

The goal is to submit evidence to the ECHR in order to hold Azerbaijan accountable under international law.

Information from 100 individuals has already been submitted to the Court.

Azerbaijan launched a large-scale assault on Artsakh on September 19, 2023, subjecting the region to intense shelling. On September 20, Artsakh's authorities accepted the Russian peacekeeping command's proposal to cease fire under Baku’s terms—this included disarmament and the dissolution of the Artsakh Republic. Mass displacement began on September 24, with over 100,000 people forcibly relocated to Armenia. Reports suggest only about 20 Armenians remain in Artsakh. On September 28, Artsakh President Samvel Shahramanyan signed a decree dissolving the republic, effective January 1, 2024.
