Court finds ex-oversight head not guilty of misconduct

Yerevan’s Criminal Court, presided over by Judge Davit Balayan, has announced its verdict in the case against former Head of the State Oversight Service Davit Sanasaryan, declaring him not guilty.

The court entered deliberation on May 27, following more than five and a half years of investigation, reports Factor.am .

Sanasaryan had faced charges of abusing his official powers as head of the State Oversight Service. According to the indictment, he allegedly exploited his authority for group interests to the detriment of the agency by failing to perform his duties. His position granted him control over management, staffing, disciplinary actions, inspections, and requests for documents from supervised entities.

Sanasaryan repeatedly proclaimed his innocence, rejecting all accusations. Before the court began deliberations, he stated in his final remarks, “This is a vendetta against me.”

Others charged in the case included Samvel Adyan, then-acting head of the Procurement Control Department of the Oversight Service; senior specialist Gevorg Khachatryan; and Taron Avetisyan, who allegedly managed the company Zorashen LLC. Charges against them were dropped due to the statute of limitations.

The prosecution claimed Adyan and Khachatryan interfered with medical equipment procurement by Armenia’s Ministry of Health and medical centers “St. Grigor Lusavorich” and “Vanadzor” during 2018–2019. They allegedly coerced changes to specifications in favor of Zorashen LLC and threatened or investigated staff who resisted.

These actions reportedly compromised the quality of procured goods by aligning requirements with Zorashen’s capabilities.

Avetisyan was accused of aiding Adyan and Khachatryan by managing Zorashen under a power of attorney from Hayk Karapetyan and providing information and resources to facilitate their misconduct.

Sanasaryan stated he was unaware of any connection between Adyan, Khachatryan, and Zorashen LLC.

The National Security Service began the investigation based on a report from Hrant Pivazyan, director of Frezen LLC, Armenian partner of German firm Fresenius Medical Care, which lost a procurement bid.
