Following a controversial internal discussion in the ruling Civil Contract faction of Armenia’s National Assembly, MP Andranik Kocharyan addressed reporters, stating the draft law does not aim to allow people to pay their way out of military service but rather focuses on national defense and security, reports Pastinfo.
“If the author doesn’t withdraw the draft, the committee session will take place on June 9. Then you’ll be more informed about what was discussed,” Kocharyan said. “I believe such proposals can become reality only when there is broad public consensus. As long as that consensus is lacking or weak, we must take a long road.”
“All our efforts should be aimed at creating a modern army, and we will take steps toward achieving that goal,” he added.
Several civil society organizations have issued statements criticizing the proposed amendments to the law “On Military Service and the Status of Servicemen,” urging its withdrawal over concerns that it allows reduced military service for a fee.
Human Rights Defender Anahit Manasyan also opposed the bill, which suggests military service for 1 or 4 months in exchange for payment. She called any form of social stratification unacceptable and warned that, if passed, her office would appeal to the Constitutional Court. She added that the risks involved had not been adequately assessed.
