Elchin Amirbekov, the Azerbaijani president’s special envoy, gave an interview to Spain’s EFE news agency, in which he discussed the peace process and normalization of relations between Azerbaijan and Armenia.
He noted that a “historic opportunity has emerged to sign a peace agreement”, and once again raised the issue of the “need to amend Armenia’s Constitution”, claiming it contains “territorial claims against Azerbaijan,” according to 1news.az.
Amirbekov also stated that the “Middle Corridor creates new economic opportunities for Europe and Asia, while Azerbaijan, due to its geographic location and growing political weight, has become a key player in the region.” He added that the country is not only “a transport and logistics hub but is also becoming a vital and irreplaceable node of the Middle Corridor.”
*On March 13, Armenia’s Ministry of Foreign Affairs announced it had accepted Azerbaijan’s proposals on the two previously unresolved articles of the peace deal, stating the agreement is ready for signing. Armenia expressed readiness to discuss the time and place of signing. Baku, however, introduced new preconditions and said it was too early to talk about dates.
The draft peace agreement consists of 17 clauses, of which 15 had previously been agreed upon. The two unresolved issues were: mutual renunciation of claims at the international level, and the non-deployment of third-party representatives along the Armenia-Azerbaijan border.*
