Rights group challenges inaction over anti-LGBT+ remarks

The Helsinki Citizens' Assembly Vanadzor Office (HCAV) has appealed the decision not to initiate criminal proceedings against Gyumri Mayor Vardan Ghukasyan, following his public statements inciting violence against LGBT+ individuals. On March 31, during a live broadcast, Ghukasyan declared he would "shoot a priest in church" if they officiated a same-sex marriage, a statement filled with hate speech and intolerance.

HCAV filed a complaint with the Prosecutor General's Office on April 1, requesting a criminal investigation. However, on April 17, the Investigative Committee decided not to pursue the case, citing a lack of criminal elements. HCAV's subsequent appeal to the Prosecutor General was also rejected on April 25.

Having exhausted prosecutorial avenues, HCAV filed a lawsuit on May 29 with the Shirak Region Court of First Instance, seeking to compel the initiation of criminal proceedings. The organization argues that Armenia's Criminal Code mandates state action against public speech promoting hatred or discrimination, especially when made by public officials.

Previously, Ghukasyan's comments were condemned by human rights organizations, emphasizing the need for accountability and protection of minority rights.
