Court halts parking fee hike in Yerevan

The Administrative Court has suspended the decision to raise parking fees in the red and blue zones of Yerevan. Armenak Danielyan, a member of the Yerevan City Council from the Mother Armenia faction, announced this on his Facebook page.

According to Danielyan, “The Administrative Court of the Republic of Armenia, in a collegial decision made by five judges, has accepted the appeal from the 'Mother Armenia' faction against the Yerevan City Council’s resolution No. 265-N dated December 24, 2024, which set the local tariffs for 2025 in the Yerevan community.”

"In other words, the court has suspended the decision to increase the parking fees in Zones A and B, or the Central and Arabkir administrative districts of Yerevan, in the red and blue marked zones," he wrote.

He also explained what steps drivers can now take.

"Since the decision adopted for 2025 was found unlawful by the court, and until the Yerevan Council adopts a new decision on the parking tariffs, you may park your vehicle in Zones A and B for free and do not need to purchase any packages—from hourly to annual," the post reads.

The first such court decision was made on December 19, 2024. In that ruling, the court stated that the municipality failed to provide sufficient evidence that the fee hike aimed to improve service quality, and the justification related to traffic relief was deemed invalid. Yerevan Municipality appealed both court decisions. From January 1, 2024, parking fees in red zones increased sharply: the annual fee in Zone A jumped from 12,000 AMD to 160,000 AMD, and in Zone B from 12,000 to 24,000 AMD. The Administrative Court has twice declared some provisions related to red zone local fees unlawful.
