Armenia’s special envoy for normalization with Turkey, Ruben Rubinyan, confirmed that Deputy Foreign Minister Vahan Kostanyan’s recent visit to Ankara was conducted within the framework of ongoing Armenia-Turkey normalization efforts.
Speaking to journalists in parliament, Rubinyan emphasized that the dialogue with Turkey goes beyond interactions between special envoys. “You know, it’s not just me communicating with Turkey’s special representative—there are also contacts at the Foreign Ministry level and among various ministers,” he said, as cited by Azatutyun.
Rubinyan noted that during his visit, Kostanyan met with Turkish Deputy Foreign Minister Berris Ekinci to discuss bilateral and regional matters. He did not provide further details about the meeting.
He added that a date has not yet been set for his next meeting with Turkey’s special envoy Serdar Kılıç. Rubinyan recalled that their last in-person meeting took place in April at the Antalya Diplomacy Forum.
Commenting on the potential visit of Prime Minister Nikol Pashinyan to Turkey, Rubinyan urged the public to rely only on official announcements from the government. “The government is the only body that confirms or denies the Prime Minister’s foreign trips. That’s the case here as well—I have nothing more to add,” he told Aysor.am .
Rubinyan also said the government would officially inform the public if such a visit were confirmed.
Earlier, Secretary of Armenia’s Security Council Armen Grigoryan did not rule out a possible upcoming visit by Pashinyan to Turkey for talks with President Recep Tayyip Erdoğan, though he did not disclose a potential agenda.
On June 5, Pashinyan had a phone call with Erdoğan to discuss bilateral relations and regional developments, agreeing to continue their dialogue.
Pashinyan previously visited Turkey in June 2023 to attend Erdoğan’s inauguration ceremony.
