Prosecutor General Anna Vardapetyan submitted a motion at the National Assembly session on July 4, requesting approval to initiate public criminal charges against Armenia faction leader MP Seyran Ohanyan. The criminal case dates to a 2017 military investigative procedure, with evidence indicating that between 2010 and 2015, a 10,526 m² parcel within Sevan National Park — state-owned land in the Drakhtik village of Gegharkunik — was illegally occupied and a private residence constructed without permissions .
In December 2016, following a contest by an interagency commission, the land was leased for 25 years to Beniamin Ghalechyan, reportedly a relative of Ohanyan’s driver, with a requirement to invest AMD 250 million within two years . Vardapetyan asserts that Ohanyan, as defense minister (April 14, 2008 – September 9, 2016), directed his subordinates in the Defense Ministry to oversee the unlawful construction and used military police for security—paid at least AMD 13.12 million for this service. The total value of the built structures, including a villa, pool, and sauna, reached approximately AMD 124.9 million .
The evidence reportedly supports charges under several articles of the 2003 Criminal Code, as updated in July 2022: abuse of office, misappropriation, and other offenses. Vardapetyan emphasized that Ohanyan abused his position for personal gain, causing serious damage to public and state interests.
In a separate motion, Vardapetyan also requested permission to prosecute MP Artsvik Minasyan under the “Rules of Procedure of the National Assembly” law. The case stems from the same 2017‑initiated case (No. 90101617, later merged into No. 90152923) involving the Drakhtik land.
During his tenure as Minister of Environment (September 27, 2016 – May 12, 2018), Minasyan held roles including deputy chair of the Sevan National Park Council and head of the interagency commission that approved the 2016 land tender. Prosecutors claim he knowingly concealed the land seizure and illegal construction, presenting falsified documents that misrepresented the site’s condition, and facilitated the tender process.
According to prosecutors, Minasyan abused his official authority to benefit related parties, obstructed legal remedies, caused institutional dysfunction, and facilitated the legalization and transfer of property of significant value to third parties . The alleged crime corresponds to Article 308(2) of the 2003 Criminal Code (paralleling 2022 Code Article 441(2)(5)). With sufficient admissible evidence, prosecutors request the Assembly’s approval to initiate criminal proceedings against him .
