Azerbaijan’s special envoy Elchin Amirbekov claims the peace treaty text with Armenia is finalized, but warns of major barriers including Armenia’s Constitution and defunct institutions.
In an interview during a working visit to Mexico, Amirbekov stated that while the text of the peace agreement between Azerbaijan and Armenia has been finalized, “obstacles still remain.” According to him, the “primary barriers include territorial claims embedded in Armenia’s Constitution, which contradict the spirit of the treaty, and the need to dissolve outdated institutions like the OSCE Minsk Group, which he described as no longer relevant.”
Amirbekov also emphasized the strategic importance of Azerbaijan’s relations with Latin American countries, calling Mexico a significant partner.
On March 13, Armenia’s Foreign Ministry announced it had accepted Azerbaijan’s proposals on the last two disputed articles and that the peace deal was ready for signing. Yerevan expressed readiness to begin consultations on the date and venue. However, Baku later introduced new preconditions and insisted it was premature to discuss a timeline.
