
The Armenian government has approved changes to the state housing assistance program for families forcibly displaced from Nagorno-Karabakh, according to the Ministry of Labor and Social Affairs.
Under the updated rules:
As of October 30, 2025, a total of 3,240 families displaced from Nagorno-Karabakh have received housing certificates under the program, with 1,210 already redeemed.
Armenia will take a $250 million loan from the Asian Development Bank to continue the state housing program for forcibly displaced citizens from Nagorno-Karabakh. The government has approved the proposal to sign the THRIVE loan agreement.
According to the Migration and Citizenship Service of the Ministry of Internal Affairs, 115,365 people have been forcibly displaced from Nagorno-Karabakh since September 2023. As of July 3, 9,346 of them have obtained Armenian citizenship.
