The Armenian government has approved changes to the state housing assistance program for families forcibly displaced from Nagorno-Karabakh, according to the Ministry of Labor and Social Affairs.

Under the updated rules:

• The requirement for all family members to be present as a single unit will no longer apply to those legally declared missing by a court decision. This change enables remaining eligible family members to benefit from the program.
• Individuals who were under 18 on September 19, 2023, but have since turned 18 at the time of application, may now apply as a separate family unit if they choose. In such cases, they are not required to be part of the original family unit.
• For families applying to the interdepartmental commission, the minimum number of required documents has been reduced to one (from two) when covering the period between December 12, 2022, and their displacement.

As of October 30, 2025, a total of 3,240 families displaced from Nagorno-Karabakh have received housing certificates under the program, with 1,210 already redeemed.

Armenia will take a $250 million loan from the Asian Development Bank to continue the state housing program for forcibly displaced citizens from Nagorno-Karabakh. The government has approved the proposal to sign the THRIVE loan agreement.

According to the Migration and Citizenship Service of the Ministry of Internal Affairs, 115,365 people have been forcibly displaced from Nagorno-Karabakh since September 2023. As of July 3, 9,346 of them have obtained Armenian citizenship.
