
During parliamentary debates on the legislative package for universal health insurance, Hayastan faction MP Anna Grigoryan criticized the government’s proposal to allocate 225 billion drams to a new foundation whose structure and leadership remain unknown.
“This is the same government that created the ANIF foundation, which effectively squandered 25 billion drams. Now it comes to MPs asking us to approve a bill that gives 225 billion to a foundation that doesn’t even exist yet, will have a monopoly, and we don’t know who will manage it or under what charter,” she said, as reported by Panorama.am .
While acknowledging the importance of the initiative, which will affect every citizen, Grigoryan said the only word that defines the current debate is “uncertainty.”
She added that citizens have no idea what medical services they can expect starting January 1. Clinics and medical institutions also face uncertainty, as there are currently no approved clinical guidelines, standards of care, or unified treatment protocols.
“There’s also uncertainty regarding the foundation. A large foundation is supposed to be formed to oversee the entire process, but it doesn’t yet exist,” she added.
In the first phase of the insurance rollout, coverage will include several groups: individuals under 18, those aged 65 and above, people aged 18–65 with disabilities or functional impairments, and those classified as socially vulnerable with a score of 28 or higher.
