EU, Armenia renew shared values in joint declaration

Armenia and the European Union have adopted a joint declaration following the sixth session of the Armenia-EU Partnership Council, reaffirming shared values and endorsing a new Armenia–EU Strategic Agenda.

The agenda sets ambitious cooperation priorities and marks a significant phase in advancing bilateral relations, according to Armenia’s Ministry of Foreign Affairs.

Both parties emphasized the importance of the upcoming Armenia–EU summit in May 2026 as a key milestone in strengthening their partnership.

The EU welcomed the historic development at the Peace Summit in Washington in August, where Armenia and Azerbaijan preliminarily signed an agreement on establishing peace and interstate relations. The EU reiterated its firm support for further consolidation and institutionalization of peace between the two countries. Both sides stressed the humanitarian dimension of reconciliation efforts, and Armenia expressed gratitude for the EU’s increased support for demining.

Armenia welcomed the EU’s readiness to promote regional connectivity, and both sides agreed to deepen cooperation under the EU’s Global Gateway initiative and regional connectivity agenda, aligned with Armenia’s Crossroads of Peace strategy.

The two also welcomed the ratification of the agreement defining Armenia’s participation in EU crisis management missions, opening new avenues for deeper collaboration in international crisis response.

Progress in the visa liberalization dialogue was also acknowledged. Both parties welcomed the scheduled handover of the Visa Liberalization Action Plan on November 5, 2025, as a key step toward visa-free travel.

Armenia and the EU reaffirmed their commitment to human rights, rule of law, and democratic values. The EU reiterated its consistent support for Armenia’s comprehensive political and economic reform agenda, as well as its efforts to counter hybrid threats.

The Council reviewed the implementation of the Comprehensive and Enhanced Partnership Agreement (CEPA), noting Armenia’s continued commitment, the progress achieved, and encouraging sustained implementation of the ambitious reform agenda. The newly adopted Strategic Agenda is expected to serve as a strong catalyst for realizing CEPA’s full potential.

The two sides welcomed the achievements under the €270 million Resilience and Growth program and discussed further opportunities through investment under the Global Gateway initiative. They also launched a high-level policy dialogue.

Key strategic sectors were addressed, including expanding investment, regional connectivity, economic diversification and trade, digital and green transitions, energy security, and climate cooperation. They agreed to work together to significantly enhance and simplify the diversification of Armenia’s export structure, including new exports to the EU market, and to deepen cooperation between Armenia and the Energy Community.

The EU positively noted Armenia’s National Assembly passing a law on March 26, 2025, initiating the process for potential EU membership. The step was seen as a signal of Armenia’s commitment to European values and further integration.

The EU reaffirmed its principled stance on the war in Ukraine. Both parties welcomed ongoing efforts to end hostilities in Ukraine and achieve a just and lasting peace.

The meeting was chaired by Armenia’s Foreign Minister Ararat Mirzoyan. The EU delegation was led by High Representative for Foreign Affairs and Security Policy Kaja Kallas, with EU Commissioner for Enlargement Marta Kos also participating.

On December 2 in Brussels, Armenia and the EU signed the Strategic Partnership Agenda following the sixth session of the Partnership Council. The document was signed by Armenian Foreign Minister Ararat Mirzoyan and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.
