SRC presents bill to enhance gambling control

The Armenian National Assembly is reviewing a new gambling regulation bill submitted by Rafael Gevorgyan, Deputy Chairman of the State Revenue Committee (SRC). The legislation is designed to address two key issues in the sector, Armenpress reports.

“The first issue concerns the clarification of the appeal process for operator selection,” Gevorgyan stated. He explained that back in 2024, Armenia adopted a new law to regulate gambling, which introduced a competitive procedure for selecting a centralized monitoring operator.

This operator will serve as the core digital system that enables real-time, detailed oversight of all gambling operations in the country, both physical casinos and online platforms.

“Through this regulation, we will be able to monitor various types of income and betting activity in detail. We are building a digital infrastructure where each bet will be logged in real time, and the SRC will have direct access to the relevant data,” Gevorgyan said.

The competitive selection process began last year, with phase one completed and the process currently in phase two.

The second major focus of the bill involves judicial safeguards. Gevorgyan explained that a proposed amendment to the Civil Procedure Code would prevent lawsuits that could suspend or delay the operator selection process, thereby ensuring its continuity.

Earlier, MP Hayk Sargsyan from the Civil Contract faction criticized delays in implementing the 2024 gambling law, recalling a January directive by the Prime Minister. As Sargsyan attempted to present his full list of concerns in Parliament, session chair Ruben Rubinyan interrupted him and ordered his microphone turned off.
