
Arsen Babayan, the lawyer for Archbishop Arshak Khachatryan, has commented on the results of forensic examinations of videos attributed to the cleric, according to which the identification of the individuals depicted in the recordings is not possible.
“I wonder why the Investigative Committee so strongly wants the impression to be the opposite. What is the Investigative Committee’s interest?” he wrote on his Facebook page.
He also announced that the previously promised press conference regarding the expert findings and other issues related to the videos attributed to Archbishop Khachatryan will take place on February 20.
“Let me briefly address the Investigative Committee’s claim that the examination allegedly confirmed that the man seen in the video is Archbishop Arshak.
In response to my inquiry, the expert from State 1 replied:
It is not possible to carry out reliable facial identification from the submitted material. The 640×512 resolution and compression, as well as the scene content and frame repetition, do not provide sufficient and stable morphological details for individualization. Technical enhancement may improve overall visibility but does not create missing identifying features.
The expert from State 2 replied:
No. Reliable identification of the person is not possible based on the submitted material.
Detailed justifications are provided as to why identification is impossible.
The expert from State 3 replied:
Individuals are visible in the recordings; however, the videos are of low quality and limited resolution (640×512), which is insufficient for reliable facial identification.
Accurate identification depends on the visibility of key morphological facial features. In such compressed and low-resolution material, unique details or subtle anatomical characteristics cannot be detected. It is concluded that identification of the individuals depicted in the recordings is not possible.

Earlier, Babayan said he had received the results of international forensic examinations commissioned last November to determine the authenticity of the well-known videos attributed to Archbishop Arshak. According to him, expert conclusions from three different countries confirmed the cleric’s claim that he has no connection to the content of the recordings.
Subsequently, the Investigative Committee stated that any assessment obtained outside the framework of proceedings, without proper procedural grounds and without a comprehensive review of materials, cannot be considered evidence or a lawful expert opinion and cannot serve as a basis for legal conclusions.
