Defense Ministry urges firms ensure secrecy conditions

Armenia’s Ministry of Defense has reminded companies of the new procedure for procurements conducted under classified procedures and urged them to ensure appropriate conditions for carrying out work involving state secrets.

The ministry noted that in July 2025 it published an announcement on its official website stating that starting from 2026, invitations to participate in procurements organized under classified procedures for the ministry’s needs will be provided, in accordance with Article 16 of the Armenian law “On State Secrets,” exclusively to pre-qualified organizations that have the right to perform work involving classified information, and whose relevant employees have authorization to access such information.

“The ministry has consistently taken and continues to take steps to organize procurement processes for its needs on competitive, transparent and non-discriminatory grounds, while encouraging the broadest possible participation. In this context, we once again urge companies intending to participate in the Ministry of Defense procurement process and lacking the aforementioned authorization to create the necessary conditions for carrying out classified work and to apply to the Ministry of Defense in order to submit a motion to Armenia’s National Security Service to obtain the right to perform work involving classified information,” the statement said.
