Karapetyan presents “strong peace” strategy

Samvel Karapetyan said the Strong Armenia party has developed a systemic peace program together with international experts in security and diplomacy, according to an AI-generated speech presented during the unveiling of the party’s security strategy.

The address stressed that ensuring peace requires a strong state and a powerful army, Aysor.am reported.

“It is a well-known rule: war appears where there is no strength. A weak army provokes the enemy, while a strong army preserves peace. Peace is not created through pleading — it is maintained through strength,” Karapetyan said in the AI-generated speech.

According to him, it is important to build an Armenia where reaching the age of military service becomes a source of confidence rather than fear for citizens.

“Our work on the systemic peace program has three main directions: a strong army, smart diplomacy and economic independence. Through the implementation of this comprehensive program, we will achieve a strong Armenia,” he said.

Karapetyan said Armenia’s borders must be firm and inviolable, while permanent intelligence centers, drone reconnaissance and artificial-intelligence analytical systems could contribute to border protection and the safety of soldiers.

“Under our leadership, the country will be protected by multilayered air-defense and anti-drone systems. In a strong Armenia, military service should rely on a highly professional, technologically advanced army. Ensuring dignified conditions for servicemen will be a priority,” he said.

Addressing foreign policy, Karapetyan said Armenia should speak to the world with confidence and from a position of strength.

“Foreign policy will be pragmatic and balanced. Our actions between East and West will be clear while preserving our red lines. We will continue dialogue with our strategic partners while deepening relations with other major powers and countries,” he said.

Karapetyan added that his 30 years of business experience has taught him how to negotiate on equal terms with different countries around the world.

He also said his team has already established contacts with representatives of the Armenian diaspora, which could help attract investments.

“We propose strong and lasting peace. The policy of ‘pleading for peace’ must end and be replaced by a policy of ‘Armenia and our interests first.’ Armenia will not ask for protection — it will build it with its own strength. The weak cannot silence the strong. Armenia cannot be silenced; we will no longer be weak,” the speech said.

Karapetyan was arrested on June 18, 2025, and the term of his detention was extended several times by court decisions. On December 30, the court granted a motion by the defense, replacing detention with house arrest and bail.

Karapetyan has been charged with publicly calling for the seizure of power and the overthrow of the constitutional order. On October 13, the Investigative Committee said the charges against Samvel Karapetyan were amended and supplemented under Article 296, Part 3, Clauses 2 and 3 of the Criminal Code (money laundering on an especially large scale using official authority or influence derived from it). Karapetyan denies the charges.
