
For the first time in the past five years, the number of convicted prisoners exceeded the number of detainees by 70 as of the end of 2025, Justice Minister Srbuhi Galyan said at a parliamentary committee on state and legal affairs while presenting the government’s 2025 performance.
She noted that according to the 2025 Gallup report, Armenia’s index for 2024 reached 84%, an increase of one point compared to the previous year. At the same time, in the “Reporters Without Borders” press freedom index, Armenia ranked 34th, improving its position by nine places, 1lurer.am reports.
According to the minister, work on drafting a new Constitution continued during the reporting period. The National Assembly adopted a package of reforms in the field of property expropriation aimed at ensuring public interest. Legislative initiatives were also submitted to parliament to introduce clear deadlines and written procedures for civil and administrative cases.
It is also planned that if a judge is replaced, the case will continue from the same stage, while more flexible mechanisms for examining evidence have been introduced. At the same time, administrative bodies will not appeal court rulings involving claims of up to 300,000 drams to the Court of Appeal, which is expected to reduce the court’s workload by about 20–30%.
Galyan stated that within anti-corruption reforms, significant progress was recorded in 6 out of 9 indicators in the fifth monitoring round of the OECD Istanbul Anti-Corruption Action Plan. She also highlighted continued efforts to implement 22 recommendations under the Council of Europe’s GRECO fifth evaluation round.
In the context of penitentiary and probation reforms, the minister noted that the probation service acquired 759 electronic monitoring devices, of which 459 are used for electronic monitoring and 300 for administrative supervision.
It was also noted that detention conditions in penitentiary institutions have improved and training programs have been conducted.
