
The Administrative Court is examining a lawsuit filed by Electric Networks of Armenia (ENA) against the Public Services Regulatory Commission (PSRC), related to the revocation of the company’s electricity distribution license. During the hearing, data on alleged overbilling of electricity consumption by ENA subscribers were discussed.
Former acting Director General of ENA David Gazinyan raised questions regarding the presented figures, including the period after a temporary manager had already been appointed, Panorama.am reports.
He asked why, if overbilling had occurred during their management, similar data were also recorded in August, after the temporary administrator took office.
“Why was the August 1 reading not taken from the meter during the period of the temporary administrator?” Gazinyan asked.
The representative of the responding side stated that the data had been collected.
“So, do you admit that if we were at fault, the temporary administrator repeated the same violation?” Gazinyan said.
“No, the temporary administrator did not repeat it; naturally, during that period not all inspectors were dismissed, and new inspectors or department heads were not fully appointed,” the respondent replied.
Gazinyan criticized this explanation as unfounded, arguing that such logic would allow all errors to be attributed to previous management as long as the system had not been fully restructured.
