
The court decision on the lawsuit challenging the revocation of Electric Networks of Armenia’s (ENA) license is expected to be announced on March 26, according to lawyer Vardan Aloyan.
He noted that the law sets a two-month deadline for reviewing such cases.
According to Aloyan, following businessman Samvel Karapetyan’s well-known interview, legislative amendments were initiated based on a Facebook post by Prime Minister Nikol Pashinyan, aimed at “taking over” ENA. These amendments were adopted solely by the votes of the ruling Civil Contract party.
A few days later, based on a report by the Civil Contract-affiliated Minister of Territorial Administration and Infrastructure, and through what he described as an unlawful sole decision by another official, administrative proceedings were initiated against ENA, and Romanos Petrosyan was appointed as interim manager.
The interim manager subsequently dismissed many experienced professional staff members of ENA and replaced them with individuals largely affiliated with Civil Contract and lacking experience in the energy sector, he claimed.
According to Aloyan, on November 17, 2025, ENA was stripped of its electricity distribution license by the Public Services Regulatory Commission, through votes cast exclusively by members elected by Civil Contract.
The allegedly unfounded and unlawful administrative act was challenged in court by the owner. He added that during the court hearings—lasting about 29 hours in total, starting Saturday and concluding at 04:00—arguments underpinning the administrative process were “completely dismantled.”
“If no additional evidence needs to be examined or further clarification is required, the judicial act will be published on March 26, 2026,” he wrote, concluding: “ENA will not serve Civil Contract.”
During the hearing, former acting CEO of ENA David Ghazinyan raised questions regarding the presented figures, including the period after the appointment of the interim manager.
On July 18, 2025, based on a report from an authorized government body, the head of the Public Services Regulatory Commission initiated administrative proceedings against ENA and appointed Romanos Petrosyan as interim manager.
