Armenia names new customs representative in Brussels

By decision of the prime minister, adviser to the chairman of Armenia’s State Revenue Committee Mikayel Khachatryan has been appointed Armenia’s customs attaché to the European Union and the World Customs Organization.

The newly appointed attaché will assume his duties on June 1, 2026 for a three-year term. He will represent Armenia’s customs sector interests in the European Union and the World Customs Organization, contributing to the development of international partnerships and the deepening of professional cooperation, the SRC said.

The role of customs attaché to the European Union and the World Customs Organization is considered especially important. Through this appointment, Armenia aims to give new momentum to the activities of its customs attaché in the EU and the World Customs Organization, ensuring the representation and protection of Armenia’s customs service interests on international platforms.

The attaché’s three-year program is aimed at integrating Armenia into EU customs systems and increasing the country’s economic attractiveness.

According to biographical information, Mikayel Khachatryan holds a PhD in legal sciences. His educational background includes studies at internationally recognized institutions, with master’s degrees from the College of Europe in Belgium and the University of Vincennes-Saint-Denis in France.

He also completed professional training at Tufts University’s Fletcher School in the United States in the field of public policy and administration. Khachatryan has extensive experience working with international organizations, including at Armenia’s Justice Ministry department for relations with the European Court of Human Rights, and he was also a member of the European Health Parliament in Brussels.

From 2016 to 2022, he headed the International Cooperation Department of Armenia’s Human Rights Defender’s Office. Since March 10, 2025, he has served as adviser to the chairman of Armenia’s State Revenue Committee, acting as the committee’s main official responsible for relations with the European Union.

He is the author of around 50 scientific publications and is fluent in English, Russian and French.

The position of Armenia’s customs attaché to the European Union and the World Customs Organization had been vacant since March 16, 2024.
