Armenia backs AI development within EAEU

Armenia attaches importance to the development of artificial intelligence technologies within the Eurasian Economic Union (EAEU) and is ready for joint efforts in this field, Armenian Deputy Prime Minister Mher Grigoryan said at a session of the Eurasian Economic Forum in Astana.

He noted that it is important for EAEU member states to adopt a declaration establishing common principles for the responsible use of artificial intelligence, defining unified ethical approaches to AI deployment and ensuring that its development is aligned with the real needs of citizens and economies across the union.

According to Grigoryan, the expansion of AI applications requires a clear legal framework as well as sufficient human oversight over decision-making processes.

“The creation of the Armenian alphabet in the fifth century enabled society to learn reading and writing, preserve knowledge and pass it on to future generations. Today, in the age of artificial intelligence, we face a new challenge: not only educating people, but also teaching machines to understand us, our languages, texts and cultural heritage,” he said.

The deputy prime minister stated that people remain the key resource of the new era, particularly specialists working with Big Data and algorithms. As a result, competition among states has increasingly shifted toward the quality of education and the strength of scientific environments.

He added that advances in modern AI models and systems are directly linked to access to high-performance computing resources. For that reason, the development of data-processing infrastructure, including cloud-based solutions, has become one of the priorities of Armenia’s state policy.

Grigoryan also stressed that digital transformation concerns not only efficiency and productivity, but also the issue of technological sovereignty. In his view, it is important not only to implement technologies domestically but also to create an educational foundation for their continued development. Competitive advantages, he said, will be determined not only by resource potential, but primarily by the ability to integrate new technologies into the economy and public administration.

“A responsible and innovative approach to the development of artificial intelligence will enable our countries to build a sustainable, secure and competitive future.

Armenia is ready for substantive dialogue and practical joint work aimed at implementing all cooperative initiatives in this area,” he said.

Prime Minister Nikol Pashinyan is not attending the forum because of the election campaign. Meanwhile, Russian officials have stated that discussions will also include Armenia’s status within the EAEU.
