Preliminary discussions on the annual report “On the Execution of the State Budget of the Republic of Armenia for 2025” have begun at a joint session of the National Assembly’s standing committees.

Presenting the budget performance report, Armenian Prime Minister Nikol Pashinyan stated that state budget revenues in 2025 amounted to 2 trillion 886.5 billion drams, according to 1lurer.am .

According to him, this figure is 307 billion drams, or 11%, higher than in 2024 and 2.3 times higher than in 2017, representing an increase of 1 trillion 648.8 billion drams.

“This is a figure that deserves special attention because it shows that, compared with 2017, the revenue side of the state budget in 2025 has more than doubled, increasing by around 135%. I believe this is a very significant and important indicator,” Pashinyan said, thanking Armenian citizens who work, create value, and pay taxes for contributing to the result.

The prime minister once again emphasized that Armenia’s state budget is a shared national resource, describing it as the country’s collective family budget and saying that every citizen should treat it accordingly.

“I should also emphasize that state budget expenditures have increased significantly as well, reaching 3 trillion 305 billion drams, which is more than double the 2017 level, representing growth of 120%. Particularly noteworthy is the substantial increase in capital expenditures. These have risen by 464.2 billion drams, or more than 2.9 times, equivalent to growth of 190%.

I believe this deserves special attention because these are the expenditures through which we implement the visible projects we talk about and take pride in,” he said.

Pashinyan also noted that, thanks to the high economic growth recorded in recent years, the level of capital expenditures in the economic and social sectors in 2025, including the subsidy component, increased by 3.5 times compared with 2018, effectively more than tripling.
