Former Moldova mission chief takes Armenia post

The Council of the European Union has appointed Cosmin George Dinescu as the head of the newly established European Union Partnership Mission in Armenia (EUPM Armenia).

He will assume his duties on June 11, 2026, with an initial mandate of one year. The decision was adopted by the EU’s Political and Security Committee, Factor.am reports.

EUPM Armenia was established on April 26, 2026, at the request of the Armenian authorities, with an initial mandate of two years. The mission’s objective is to support the development of the country’s resilience and crisis-management capabilities.

The mission will assist Armenia in addressing hybrid threats, including cyberattacks, foreign information manipulation and interference (FIMI), and illicit financial flows, by providing strategic and operational advice.

Cosmin George Dinescu is a Romanian diplomat with the rank of ambassador and more than 25 years of experience in international relations. He has held senior diplomatic and management positions in Lithuania and Latvia and also served as Romania’s ambassador to Croatia.

During the past three years, Dinescu headed the European Union Partnership Mission in Moldova (EUPM Moldova) as its first chief.

EUPM is the second civilian mission operating in Armenia. It differs from the European Union Mission in Armenia (EUMA), established in 2023, whose primary tasks are monitoring the situation on the ground, preparing related reports, strengthening confidence and promoting human security in conflict-affected areas.
