
A court has invalidated the state registration of the National Olympic Committee of Armenia’s ownership rights over a state-owned land parcel in the Tsaghkadzor ropeway area. The property covers 225.1 hectares and is valued at 36 billion 413 million 526 thousand drams.
The Administrative Court upheld a lawsuit filed by the Department for the Protection of State Interests of the Prosecutor General’s Office.
According to the case materials, on December 29, 2005, the State Committee of the Real Estate Cadastre under the Government of Armenia registered the ownership rights of the Union of Legal Entities “National Olympic Committee of Armenia” over the 225.1-hectare state-owned land plot located in the Tsaghkadzor ropeway area. The registration was based on Decision No. 253 issued by the Governor of Kotayk Province on December 23, 2005, as well as the relevant agreement. The legal basis cited was Article 23 of the law “On Amendments and Additions to the Land Code of the Republic of Armenia.”
The court concluded that the disputed land parcel had been transferred to the National Olympic Committee of Armenia after the cited Law HO-199-N had entered into force. Therefore, the court found that the organization’s acquisition of ownership rights under Article 23 of that law could not be considered lawful.
Once the judicial act enters into legal force, ownership rights over the 225.1-hectare land parcel in Tsaghkadzor will be registered in the name of the Republic of Armenia.
It was also noted that the defendant has filed an appeal against the ruling.
