Two Constitutional Court judges recuse themselves

By decision of the Constitutional Court, judges Vladimir Vardanyan and Artak Zeynalyan will not participate in the review of applications submitted by seven political forces.

According to the published document, their participation in the proceedings is deemed impossible because they are considered to have a “biased attitude” toward the parties involved in the case, reports RFE.RL.

Vladimir Vardanyan joined the Constitutional Court from parliament, where he represented the ruling Civil Contract faction. Artak Zeynalyan, before becoming a judge, was a member of Aram Sargsyan’s Republic Party and its faction in the Yerevan City Council.

In a separate procedural decision, the Constitutional Court granted the ruling Civil Contract party, which won the elections, the status of a “third party” in the proceedings that are set to begin on June 26.

The Central Electoral Commission has been designated as the principal respondent. Representatives of the Prosecutor General’s Office, the Ministry of Internal Affairs and the Anti-Corruption Committee will also participate in the proceedings as related respondents.

The Constitutional Court has merged into a single proceeding all applications challenging the election results, and they will be examined during the same hearing.

The hearing is scheduled for June 26.

Both political forces that secured seats in parliament and those that failed to pass the electoral threshold have filed applications with the Constitutional Court.

The main demand is to invalidate the Central Electoral Commission’s decision certifying the election results. Some applicants have also requested that a second round of voting be held.

Under the law, the Constitutional Court must examine the case and issue a ruling no later than 15 days after the application is formally registered.
