Shangri La casino license revoked

The license of Onira Club LLC, which belongs to the Multi Group concern owned by Prosperous Armenia Party leader and businessman Gagik Tsarukyan, has been declared invalid. Armenian Economy Minister Gevorg Papoyan announced the decision on his Facebook page and published a copy of the order he signed.

Onira Club LLC operated the Shangri La casino located at the 10th kilometer of the Yerevan–Abovyan highway and received its license in 2014, Sputnik Armenia reported.

“Discrepancies identified between the data included in the financial flows report submitted by the company for March 2026 and the readings of gaming machine counters obtained during the inspection process (in particular, Bet, Win, In, and Out indicators) were classified as distorted and false information,” the justification of the order states.

The order, which will take effect on June 23, may be appealed before Armenia’s Administrative Court within two months.

The document also notes that, in consideration of public interests, particularly the protection of consumers’ interests, the administrative act is subject to immediate enforcement.

Onira Club LLC had previously been stripped of its license on July 8, 2020, due to failure to pay the state fee established for the third quarter.

On the night of June 7–8, while the preliminary results of the National Assembly elections were still unknown, Civil Contract Party prime ministerial candidate Nikol Pashinyan first declared victory for his political force and then stated that Robert Kocharyan, Gagik Tsarukyan, and Samvel Karapetyan should be held accountable. The Civil Contract leader also claimed that the political forces led by them had distributed electoral bribes and instructed law enforcement agencies to uncover all such cases.

On June 9, public criminal prosecution was initiated against Gagik Tsarukyan. He is accused under Article 290, Part 3, Clause 2 of Armenia’s Criminal Code of evading taxes on an especially large scale.

Later, reports emerged that a process had begun to nationalize the AraratCement plant owned by Tsarukyan, while Yerevan Municipality sent a notice to Multi Wellness, another company belonging to the businessman, regarding the termination of a land development rights agreement. The company was warned that it must return the land plot and building to the Yerevan community within one month.
