
The criminal case against former Kotayk Governor Karapet Guloyan has been referred to court with an approved indictment, Armenia's Prosecutor General's Office said.
According to the statement, the prosecutor initiated public criminal prosecution against Guloyan on charges of carrying out unlawful actions involving property that had been placed under seizure.
Among other findings, on May 12, 2026, based on a final court ruling in an illicit assets forfeiture case, ownership of approximately 91% of a residential property at 8 P. Sevak Street, 14th Street, in the village of Arinj, Kotayk Province, was registered to the Republic of Armenia. The confiscated share had been recognized as illicitly acquired and was seized from former Kotayk Governor and former Abovyan community head Karapet Guloyan and his wife, Roza Tsarukyan.
The investigation found that Guloyan was aware that the Anti-Corruption Court had imposed a preliminary injunction in the illicit assets forfeiture proceedings, prohibiting any actions related to the disposal of the property. Despite this, he allegedly organized damage to the exterior and interior walls of the house, as well as its basement walls.
Specifically, investigators allege that he arranged for the removal of exterior and interior wall tiles, dismantling of doors and windows, damage to the home's interior finishing, including electrical wiring, wall and ceiling finishes, complete removal of tiles and parquet flooring, and damage to the courtyard swimming pool and the house's roof.
As a result of these actions, the state allegedly sustained losses of at least 229 million drams.
On June 10, 2026, the Kotayk Court of First Instance ordered one month of house arrest for Guloyan and set bail at 20 million drams.
The Prosecutor General's Office added that the prosecutor will file a civil property claim with the court seeking compensation for the approximately 229 million drams in damages allegedly caused to the state.
Karapet Guloyan is the son-in-law of businessman and Prosperous Armenia party leader Gagik Tsarukyan.
