Ankara plans close Baku coordination on Armenia ties

Turkey will continue normalizing relations with Armenia through close consultations and coordination with Azerbaijan, according to the Turkish Foreign Ministry’s 2026 action plan.

At the same time, Ankara “will maintain its support for the peace process between Armenia and Azerbaijan,” APA reports.

The document says the Armenia-Turkey and Armenia-Azerbaijan tracks should move forward in an interconnected and coordinated manner to ensure long-term stability, prosperity and security in the region.

Turkey’s Foreign Ministry also stressed that support for Baku will be consistently strengthened, contributing to conflict resolution in the South Caucasus and the establishment of regional peace and stability.

“Our strategic partnership aims to promote peace, prosperity and stability in the South Caucasus through bilateral and multilateral initiatives. At the same time, our close coordination and cooperation with Azerbaijan will resolutely continue within regional normalization processes,” the document said.

Yerevan and Ankara issued statements in December 2021 expressing readiness to take steps toward normalizing relations. In 2022, representatives of the two countries agreed in Vienna to open the border to third-country nationals and launch direct air cargo transportation. However, these agreements have yet to be implemented in practice.

In September 2025, Serdar Kilic visited Armenia. The Armenian Foreign Ministry said the parties discussed steps to implement agreements reached on July 1, 2022, and agreed to accelerate the process.
