Housing issues facing orphanage graduates and residents will be addressed under a government decision increasing the value of housing purchase certificates from 6.3 million drams to 8.7 million drams. At the same time, the deadline for 21 beneficiaries to purchase housing and use the program will be extended.

The decision takes into account that residential property prices in Armenia are currently higher than in previous years. It is also based on the Armenian Cadastre Committee's February 2026 analysis of apartment sale prices in cities across the country's provinces.

According to the justification for the decision, 1.9 billion drams was allocated from the state budget to provide housing purchase certificates to about 300 graduates of Armenian orphanages under the program. So far, 289 beneficiaries have qualified for certificates, eight of whom did not appear at the ministry and did not sign the relevant agreement.

At the same time, about 10 orphanage graduates and residents received housing purchase certificates but have yet to complete the necessary procedures, including selecting an apartment and completing banking transactions.

Some orphanage graduates and residents applied to participate in the program after the deadline established by the decision had expired, resulting in their applications being rejected. This concerns three beneficiaries.

The adopted decision will address deadline extensions both for orphanage graduates and residents who have received housing purchase certificates but have not yet completed the required procedures and for those who applied after the established deadline. Overall, the change will apply to 21 beneficiaries.
