It's time to engage Stepanakert in talks
Madrid Principles do not whet enthusiasm, according to Vahan Hovhannisian, the head of ARF Dashnaktsutyun parliamentary group.
"Optimism is melting in the light of recent statements made by Azerbaijani President Ilham Aliyev. Furthermore, the document doesn't mention the necessity to lift the blockade Azerbaijan imposes on Armenia," he said.
"Madrid Principles offer Karabakh self-government instead of self-determination," he added.
"Besides, the document doesn't envisage expression of popular will and doesn't ensure security of Nagorno Karabakh. That is why, it's high time NKR joined the talks," Mr. Hovhannisian said.
