The point is that the law passed by the Lower Chamber of the Russian Parliament specifies that acceptance of Abkhazia, Southern Osetia and Prednistovie is only possible if Tbilisi and Kishinev give their consent to it. Nagorny Karabakh and Azerbaijan are not mentioned in the document.
