Deputy director of Caucasus Institute, Armenian political expert Sergei Minasyan believes there's a probability for signing a document during Kazan-hosted Armenia- Azerbaijan- Russia presidential meeting.
As he noted in a conversation with a PanARMENIAN.Net reporter, for the document to be signed, Azeri authorities must show political will. “Conditions set to Armenia – secession of Karabakh-surrounding territories have been set before it since May 12, 1994. At the same time, he noted that Azerbaijani side must agree to hold a referendum to determine Karabakh status, which is a factual legitimization of Artsakh's separation from Azerbaijan. “I'm not sure if Aliyev is ready for such a decision,” the expert observed.
