  Nagorno Karabakh President’s certificate granted to Bako Sahakyan September 5, 2012 - 15:00 AMT PanARMENIAN.Net - On September 5, President Bako Sahakyan visited the NKR Central Electoral Commission where he was handed in the certificate of the Artsakh Republic President. In his speech, the NKR leader noted that complete establishment of all the branches of power and their adequate functioning, as well as the irreversibility of democratic state-building process are among the greatest achievements of Artsakh independent statehood. In this context, Sahakyan specifically emphasized the work of Central Electoral Commission, characterizing it as one of the most significant institutions in Artsakh, Central Information Department of Artsakh President’s Office reported.
