Chief of Nor Ghazanch community Ruslan Arstamyan noted that the incident marked the second time that the Azerbaijani military advanced towards the Armenian side in the same spot and withdrew. The previous time, the Azeris pulled back to their original posts only after the Russian peacekeeping contingent weighed in.
