Minsk Group structures formally dissolved by OSCE![]() November 21, 2025 - 19:00 AMT PanARMENIAN.Net - The Organization for Security and Co-operation in Europe (OSCE) has officially announced that the Minsk process and all affiliated structures will be discontinued. According to a statement reported by APA, the dissolution is being carried out in accordance with Decision No. 1/25 of the OSCE Ministerial Council, adopted on September 1, 2025. The OSCE clarified that all activities under the mandate of the Minsk process and its associated bodies will cease by December 1, 2025. The organization is expected to issue a formal statement marking the end of the process on that date. This decision stems from a joint letter submitted to the OSCE Chairperson-in-Office by the foreign ministers of Armenia and Azerbaijan, following a trilateral meeting in Washington on August 8, 2025, with the participation of the U.S. president, the Azerbaijani president, and the Armenian prime minister. As part of this decision, the mandate of the OSCE Chairperson’s Personal Representative and the operations of the High-Level Planning Group, both involved in conflict-related activities under the Minsk framework, were terminated as of September 1, 2025. The foreign ministers of Armenia and Azerbaijan, Ararat Mirzoyan and Jeyhun Bayramov, have arrived in Washington. The CSTO budget for the current year requires adjustments due to the refusal of Yerevan to pay their share of contributions. Six total incidents have burned 19 old-growth trees.
